The Division of Public Safety at the University of Pennsylvania is the campus public safety organization responsible for protecting the Penn and West Philadelphia communities through policing, emergency communications, fire and emergency services, security services, information and security technology, and special services. The Division of Public Safety’s mission is to promote safety, emergency preparedness, and community wellbeing by providing 24/7 emergency response (via PennComm), the University of Pennsylvania Police Department (UPPD), walking escort services, the Penn Guardian app, UPennAlert notifications, victim support and special services, records and reporting under the Clery Act, and preventive safety education; the Division of Public Safety combines local community partnership, real-time reporting, and operational readiness to support students, staff, faculty, and visitors while maintaining compliance and transparency.
