Founded by Robert T. Newcomb III in 1978 as Robert T. Newcomb and Associates and reorganized as Newcomb Land Surveyors, PLLC in 1999, the company is now owned and managed by Justin Luther, PLS, who previously served as lead project manager, field supervisor, and licensed surveyor under Mr. Newcomb.
